A bill to reform commercial waste collection got an important boost Thursday with the announcement that City Council members have reached a compromise with a key coalition of supporters.
Just as important, the bill, which is now being revised, also has won the backing of the Department of Sanitation.
The legislation had stalled over the issue of whether to break up the city into exclusive and nonexclusive commercial waste zones. Sanitation Commissioner Kathryn Garcia, who supports nonexclusive zones, has been negotiating for weeks with sanitation committee Chairman Antonio Reynoso, who introduced a bill in May under which each of 20 zones would be served by a single carter.
