A new economic development proposal pushed by Governor Cuomo was passed by the State legislature, without serious debate or public input. It creates  tax-free zones on college campuses for new and expanding businesses.  The governor's "Start-Up NY" program creates more tax loopholes at a time when the state can least afford it, when state and local governments are cutting the services that New Yorkers depend on. NY-Align and the Getting Our Money’s Worth coalition released a new report ,  questioning the results of existing so called jobs programs which concludes:  "[I]t is currently too difficult to see how our money is being spent, and whether it is having any impact on job creation. While ostensibly intended for job creation, the vast majority of programs do not require the creation of a single job. Billions of public dollars are spent each year on what amounts to a gamble, not an investment.”
