Mr Matthews will speak to his recent visit to Washington, D.C. where he met with Congressional legislators who espouse introducing legislation that they assert will give expression to the culture of 26,000 men and women last year violated by armed forces colleagues and more importantly bring notice that such conduct will not be tolerated.
